On August 15, 2008, the U.S. Department of Health and Human Services (HHS) proposed a regulation that would replace the ICD-9-CM code sets now used to report health care diagnoses and procedures with ICD-10 code sets, effective Oct. 1, 2011.

Today HIM directors, coding managers and other hospital leaders received some valuable advice for managing the transition to ICD-10—start preparing now.

In 1992, the World Health Organization (WHO) released the International Statistical Classification of Diseases and Related Health Problems, Tenth Edition, or ICD-10 as it has become known. ICD-10 is a diagnosis coding classification system that is in use in most countries around the world.
The National Center for Health Statistics has refined the WHO ICD-10 diagnosis coding system for use in the U.S. by developing the ICD-10 Clinical Modification (ICD-10-CM). Since ICD-10-CM is exclusively a diagnosis coding system, it was necessary to develop a corollary procedure coding system. Under contract to the Centers for Medicare & Medicaid Services (CMS), 3M Health Information Systems developed the ICD-10 Procedure Coding System (ICD-10-PCS).
The greatly expanded detail of ICD-10-CM/ICD-10-PCS will enable the industry to fully support quality reporting, pay-for-performance, biosurveillance, and other critical activities. The change in classification systems from ICD-9-CM to ICD-10-CM/ICD-10-PCS will impact virtually every system that contains or utilizes diagnosis and procedure codes throughout the continuum of care.
Already, about 100 countries worldwide use some part of the ICD-10 code set for reporting numerous health care events.
